Plan information status

Plan availability and Benewise data readiness are different. A current, enrollable plan can still have evidence gaps that block a personalized recommendation. This page shows both separately. Counts and domain consequences are computed at load time by the shared status engine (data/v11/status_engine.js) from the reviewed mapping workbook and feed registry; the automated validator executes the same module. No completeness percentage is used because it would imply precision the evidence does not have.
